Palm Beach County Advances E-Bike Rules: Minimum Age 14, Photo ID and 15 MPH on Sidewalks and Paths; Final Vote Set for Dec. 1
Palm Beach County, Fla., commissioners voted 7-0 on Oct. 20, 2026, to advance a micromobility ordinance on preliminary reading that would set a minimum rider age of 14, require government-issued photo ID, and cap e-bikes and scooters at 15 mph on sidewalks, bike lanes and paths (10 mph within 50 feet of a pedestrian). A public hearing and final vote are set for Dec. 1.

Sun Prairie, Wis., Adopts E-Bike Rules That Define 'E-Motos' and Require Helmets for Riders Under 18
Sun Prairie, Wisconsin, has adopted an updated ordinance that classifies e-bikes and e-scooters in line with state definitions, creates a local definition for higher-powered e-motos and bars them from sidewalks, shared-use paths and bike lanes, treats devices that can go more than 20 mph on motor power alone as mopeds, motorcycles or motor vehicles, and requires helmets for all riders under 18, WKOW and WMTV reported October 16, 2026.

Modesto Advances Bike and E-Bike Rules With Fines Up to $5,000 and Impoundment Up to 30 Days, Modesto Bee Reports
The Modesto City Council voted 6-0 on October 13, 2026, to introduce an ordinance with fines of $500, $2,500 and $5,000 for first, second and third or subsequent bicycle and e-bike violations, impoundment for up to 30 days, a $2,000 parent penalty and a 15 mph park and trail limit, The Modesto Bee reported. It still needs final adoption and would take effect 30 days later.

San Diego Starts Writing E-Bike Citations After 60-Day Grace Period Ends, 10News Reports
10News (KGTV) reported that San Diego began issuing citations on October 13, 2026, after a 60-day grace period ended under the city's e-bike safety ordinance. Riders under 12 may not operate Class 1 or Class 2 e-bikes; violations carry a $25 fine, with a free online safety course available within 120 days instead of paying.

Albany County, N.Y., Passes E-Bike Helmet Law for All Riders, Spectrum Reports
Spectrum News 1 reported that the Albany County Legislature passed Local Law E on October 13, 2026, requiring helmets for all e-bike riders and passengers, banning riding on county sidewalks and off-road county property (rail trail and parking areas exempt), and setting fines, jail terms and impound for reckless or impaired riding. County Legistar had not yet logged the vote when checked Oct 14 morning. It takes effect when filed with the New York Secretary of State.

North Carolina Adopts Three-Class E-Bike System Effective Dec. 1, Ending Class 3 Moped Status
North Carolina Session Law 2026-46, Section 19, adopts Class 1, 2 and 3 e-bike definitions effective December 1, 2026, so properly equipped Class 3 bikes are electric assisted bicycles rather than mopeds. Riders and passengers under 18 on Class 3 must wear a federal-standard helmet.

Ohio Bill Would Bar Riders Under 14 From E-Bikes, Require Helmets and $25 Registration
Ohio Senate Bill 477, reported Oct 12, 2026 by the Ohio Capital Journal, would bar riders under 14 from e-bikes and e-scooters, require helmets on all e-bikes, add passenger and rental limits, and require a $25 state registration with a head-tube sticker. It has been introduced in the Senate; it is not law.
