Virginia Bill Would Create a 'Motorized Mobility Vehicle' Class After Loudoun Reports More Than 120 Kids' E-Bike ER Visits in 2026

Loudoun County reported more than 120 pediatric e-bike ER visits so far in 2026, and Del. David Reid's HB269 would create a new "motorized mobility vehicle" class with DMV registration, licensing, titling and safety-training rules. The bill was continued to 2027 and is not law.

Virginia lawmakers are again looking at how the commonwealth classifies fast electric bikes — after Loudoun County reported a sharp rise in pediatric e-bike emergency visits in 2026.

7News / WJLA reporter Lianna Golden wrote on October 7, 2026 that Loudoun County Sheriff Mike Chapman told the station there have been more than 120 ER visits for kids in Loudoun connected to e-bikes so far in 2026. Chapman said most of those crashes happen between 6 and 9 p.m. Delegate David Reid (D-Loudoun) has carried a bill that would create a new "motorized mobility vehicle" class with registration, licensing and titling at the DMV.

What Virginia law already says about e-bike classes

Per the 7News report:

Virginia recognizes three classes of e-bikes.

Class 1 and Class 2 top out at 20 mph.

Class 3 tops out at 28 mph.

Devices that go over 28 mph are treated as a moped under current framing in that coverage.

Loudoun deputies have been using the office's podcast to warn parents that some high-powered machines sold as "e-bikes" behave more like street motorcycles than neighborhood bikes — including online purchases that can reach speeds far above the Class 3 band.

What HB269 would do

House Bill 269 (2026), introduced by Del. David Reid, is tracked on Richmond Sunlight as establishing a new class of vehicle — the motorized mobility vehicle — and setting requirements for sale, operation, registration and titling. The bill also directs the Department of Motor Vehicles to write regulations for safety-training courses and to run educational outreach.

Per the bill description and history on Richmond Sunlight:

Delayed effective date of July 1, 2027 for most provisions (except the educational outreach program).

Referred to the House Committee on Transportation; on February 5, 2026 the committee continued the bill to 2027.

Outcome recorded as not passed / failed for the 2026 cycle — it was carried into the next session for more work, not enacted.

7News likewise reported the proposal was continued from the 2026 session into 2027 because of its scope, and that if passed it would take effect in July 2027, with safety training courses tied to purchase.

We are not inventing Class B speed bands, fine schedules or exact statutory definitions beyond what those primary pages state. Read the bill text before relying on any detail for compliance.

Why e-bike shoppers should watch Loudoun and Richmond

Local crash data moves state policy. More than 120 pediatric ER visits in one suburban county is the kind of number that keeps registration and training bills alive across sessions.

Class labels still matter at the point of sale. Ask whether a machine is a true Class 1/2/3 e-bike under Virginia definitions — or something faster that already sits outside those bands.

Training is becoming part of the conversation. Even while HB269 is pending, retailers and parents are being asked to treat high-powered machines with the same seriousness as other motor vehicles.

Not law yet. Continued to 2027 means the rules above are a proposal, not current statewide registration law.

The e-bike pros' take

Match the bike to the rider. Speed, weight and motor assist class should fit the rider's age, experience and local rules — not just a product thumbnail.

Ask for documentation. Model class, top assisted speed and any UL battery/system marks still matter more for safety conversations than a bill that has not passed.
