UL 2849 and UL 2271: What They Mean

Cell chemistry verification, battery management system (BMS) performance under fault conditions, short-circuit protection, overcharge protection, deep-discharge protection. Physical abuse: vibration on a multi-axis shaker, drop tests, crush tests, water immersion (IPX rating), thermal abuse (oven test up to 150°C).

The pack must contain and not propagate a single-cell failure. This is the key safety property — even if one cell goes bad, the pack design must prevent the chain reaction that turns a single cell event into a building fire.

System-level testing of the battery + charger + motor controller + wiring + display as a unit. The certification verifies that the manufacturer's specific charger and battery have been tested together, and that the controller can detect and respond to fault conditions across the whole system.

UL 2849 is what NYC Local Law 39, Boston's pending ordinance, and the EU's emerging EN 17128 framework reference. It is the de facto regulatory standard for e-bikes in 2026.

UL maintains a free public database at productiq.ulprospector.com. Search by manufacturer name or model. A real certification will appear with a UL file number (typically MH followed by 6 digits). If a brand claims UL 2849 certification and you can't find them in the database, the claim is false.

Beware of marketing language like 'UL-tested,' 'UL-compatible,' or 'UL-compliant cells.' Only 'UL Listed' or 'UL Certified' has legal meaning, and even those phrases require the matching UL file number.
